Historical reference and inspiration for tier reform of local administration in China

Viewed from China´s history, the management system in China constantly change with the variation of dynasties in history, but the three-tier system still dominates the administration tier; from the settings of local tier around the world two-tier system and three-tier system occupy main positions, while very few countries implement four-tier system. Through refering the history of China and experience on the setting of local administration tier: It indicates that economic development is the the main factor to determine administrative regionalization and tier of administrative regionalization; It is appropriate the administration tier of local government is kept in two or three-tier system; the institutional support of laws and regulations is the base of success for administrative reform.
