Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

The construction of agricultural modernization plays an important role in agricultural sustainable development. Accurate evaluating the development of agricultural modernization is the base of formulating the countermeasures. This article constructs a evaluation system base on the illustrating the agricultural modernization theories. We select all of the Henan province´s countries for object of study and use the methods of DEA and the fixed weight of grey cluster to evaluate the process of agricultural modernization. According to the result, we make countermeasures for different countries to improve the development of agricultural modernization.
