After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The application problem of unascertained system theory in water resources sustainable development and utilization evaluation has been explored having certain novelty and creatively according to the characteristics of containing unascertained information in sustainable development and utilization estimation study of water resources in Chaohe river basin. At the same time, the classification of water resource shortage types have been comprehensive expressed, the derivation of fuzzy recognition model have been introduced and evaluating indicator system of water resources has been chosen to judge water resource shortage types of Chaohe river basin in Chengteh municipality. The relevant suggestions have been put forward according to the rationality by analysis of existing circumstance to judge the result.
