Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

The article introduced and classified the existing environmental regulation tools in detail, and compared their respective advantages and disadvantages as well as analyzed the influence made by different environmental regulation tools on the implement of environmental protection. Then the article stated that the environmental protection is not only related with the policy, but also with the market economy, even with ethics and social responsibility. Finally, the article proposed a series of relevant policies for the shortcomings and deficiencies of environmental policy mechanism.
