As a special form of spatial organization, industry cluster has showed extraordinary vitality in the regional economy, which aroused the concern of many experts and scholars in various fields. At the same time, innovation network can generate sustainable cluster innovating advantages since it is a main innovative platform related to industry cluster. Through the exploration of the relationship between innovation network and competitiveness of industry cluster, this thesis attempts to build a new evaluation system of industry cluster competitiveness from the perspective of innovation network, and thus provides a theoretical basis and methods for promoting competitiveness of industry cluster. Iron and steel industry cluster innovation network is a integrated and complex network system consisting of organization network, production network, cycle network, research network and social network. Moreover, with the different formation and development stages of Iron and steel industry cluster, the dominant elements in its internal network would follow the evolution of organization network→production network→cycle network→R & D network→social network. And as it develops into the latter stages, its innovation network will show more obvious advantages, resulting in the differentiation of source and strength of the iron and steel industry cluster competitiveness. Based on the above basic ideas, this thesis establishes an evaluation index system of the iron and steel industry cluster compet- tiveness consisting of 5 aspects, 4 levels, and 39 specific elements. Taking Tangshan Iron and steel industry cluster for example, adopting the method of principal component analysis, the dynamic evaluation research of the competitiveness of the object in 1999 to 2008 is carried out. And according to the result, competitiveness of cluster and cluster evolution trend is analyses.
