Abstract :
Geo-hazards risk management is a strategic development and transfer of geological disaster prevention and mitigation, being of important theoretical value and practical significance for disaster controlling and man and nature living in harmony. There are lots of problems and shortcomings in the prevention and mitigation of geo-hazards in our country. Therefore, in this paper, we make a research in geological disaster risk management and its manageability, we present the concept of geo-hazards risk management, analysis the basic principles of geo-hazards risk management and its theoretical framework and key technologies, describe the implementation of geo-hazards risk management approach and decision-making disposal methods, and build a geological disaster risk management system and its approach fitting for China´s national conditions and characteristics of the geological hazards. The results show that: (1) Geo-hazards risks with natural and social attributes, and manageability are inevitable, but the disaster risk reduction can be circumvented; (2) The risk identification and assessment is the key to disaster risk approach; (3) It is necessary to change the geological hazards prevention and control strategies from the passive way to an active one, which is also the needs of economic development of our society.
