Abstract :
The problems of scattering by objects situated in moving media, as a rule, differ fundamentally from similar problems for motionless media. For example, it can be pointed to the case that the medium motion velocity is more than the velocity of light in motionless medium. In another interesting case we deal with the medium having a frequency dispersion in the reference system in which it is at rest (r-system). Similar medium has so-called "convectional" spatial dispersion in the "laboratory" reference system (l-system). This phenomenon has a radical influence on the solving of boundary problems. In this paper, diffraction by a half-plane in such medium is considered.
