Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

College students are a valuable resource to a society which can not be optimally allocated entirely through the role of the market. It´s necessary for the government to put out of the “visible hand” to have a strong macro-control. This paper proposes the government organise a kind of united exam on the same major of different colleges and link the test scores with various employment opportunities, through which we do hope to promote the students to fully achieve the objective of full quality employment.
