Abstract :
EU´s eLearning initiatives attempt to mobilize all actors in its member states in order to accelerate changes in the education and training systems for Europe´s move to a knowledge-based society. This paper examines EU´s eLearning action plans with their aims and tools since 1990s, esp. the latest `European Digital Agenda´ for fulfilling the overall objectives set in `Europe 2020 Strategy´ for smart growth, sustainable growth and inclusive growth. It sheds light on China´s construction of a digital society in future.
