Talents refers to some person who has both ability and integrity, that is to say someone who has good ability of management, research, innovation and expertise. Talents structure refers to the component of distribution of talents in one organization, which includes two directions quality of talents structure and volume of it. The quality is expressed comprehensively health situation, knowledge level, technology level, character and individual quality and so on and the volume reflects whether talents structure is reasonable or not in a certain region by different range, profession, social stage, industrial department, region and city and countryside. The article analyzes the characteristics of talents structure of Hebei Province in terms of structure of educational background, structure of age and professional structure. By careful analysis of distribution situation of human resources and talents efficiency and talents contribution rate in Hebei Province the article finds out problems of talents structure, especially unreasonable distribution structure in three industries and put forward the solution to it.
