Abstract :
The core work of bidding evaluation process in engineering projects is to take scientific decision-making method to select better and limited bidding schemes. On the basis of bid optimal model of ELECTRE-I method, introduced higher-level relation to select better bid scheme but ignored the extent of higher-level relation. Taking this factor into consideration, this article put forward the ELECTRE-II method, introduced strong-higher-level relation and weak-higher-level relation to select better bid scheme and test the validity of this method by case study.
