Abstract
Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.
The presenting author of this paper has the option to appeal this decision by contacting TPII@ieee.org.
The restructuring and upgrading of the industry structure need coordinated development of high, medium and low-tech industry. But the importance of the medium and low-tech industry hasn´t been recognized by most scholars, and there is no agreed standard to define the industry connotation. The paper points out the weakness of the existing index, and proposes an index system consisting of R&D intensity, R&D personnel quality and product creativity, dividing the manufacturing into three groups. The result of classification agrees quite well with the catalogue of high-tech industries, providing valuable reference for further study on industrial classification and medium and low-tech industry.
