Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

In 2011, the State Council “Government work report” proposed explicitly that we must follow the rule of urban development, advance urbanization positively and safely. In view of the questions about “population and land” contradiction, “population and water” contradiction, “population and environment” contradiction exist in the present situation of Jiangsu Province urbanization, put forward the suggestion that the development of Jiangsu Province urbanization should advance moderately.
