Abstract :
The water management involves an environment full of uncertainties and vastly complex, because the decisions reveal society´s values. For this, the paper aims to propose a problem structuring model to assist a hydrographic basin committee, based on the Strategic Options Development and Analysis (SODA) methodology, through the use of cognitive maps. The model helped a hydrograph basin committee better understand the water management problem, in order to facilitate the decision making process.
