Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on the literatures about public welfare, the main measure and the essence of public welfare were analyzed; we distinguish between different types of health services by means of public goods theory. Meanwhile we focus on theoretical study about the nature of public welfare on health services, contents and its forms. Finally, we tried to give some feasible advices on how to achieve public welfare of health services effectually.
