This paper first points out that the economic bottleneck of environment pollution liability insurance is the shortage of both supply and demand market, then analyse the main causes of this phenomenon, expound the necessity of bringing environment pollution liability insurance into policy-type insurance and being executed forcibly at present, discuss the path choose of ratemaking of the environment pollution liability insurance. According to the situation of our country, four supporting measures are put forward to carry out the environment pollution liability insurance. Currently by gathering experience through enforced, mandatory environment pollution liability insurance will be practised.
