This paper mainly discusses the instruction and administration of college students´ scientific and technological innovation projects, as well as the formulation of relevant incentive measures to stimulate college students to actively participate in Scientific and technological innovation, so as to better enhance college students´ awareness of Scientific and technological, to improve their practical skills and scientific research methods, and to further promote the social progress.
