Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

At present, college students have two psychological attitudes to study on Internet. One is the positive attitude which aspires after science knowledge, participates in the self-expression, seeks the opening, multivariant and ideal work and the life style; the other is the negative attitude which seeks novelty, pursuits the sensory stimulation, lets off grievances and does things by irregular ways; the worse will cause the Internet Addiction Disorder (IAD). So the universities and colleges should strengthen students´ Internet behavior with education, increase the publicity and formulation of the network related laws and regulations, expand the network in education application scope and improve the workers quality of the Internet to guide the college students´ actions on Internet.
