After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

From the perspective of improving the level of Tibetan state-owned securitization, this paper expounds that through the capital market, we need to carry out the securitization of superior state-owned asset, to promote Tibetan characteristic industry resources to be centralized to the national champions and to improve the efficient utilization of Tibetan state-owned resources integrally, and so as to propel the sound and rapid development of Tibetan characteristic industries.
