Carbon is one of the major contributors to Green House Gases. How to reduce the carbon emission is one of the most important thing to the country. The carbon tax is a tax on carbon content of fuels. Implementation of a carbon tax is an effective means of reducing CO2 emission. The GM (1, 1) is the main model for forecast the output value and energy consumption. The purpose of this paper is to analyze the effects that different carbon tax may have on reducing CO2 emission. According to our findings that lower carbon tax is a best choice for China.
