It is world-widely acknowledged that small and medium-sized enterprises (abbreviated into SMEs hereafter) have great difficulty in getting adequate financing to support their substantial development. Therefore, one of the most effective solutions lies in the establishment of the credit guarantee system for SMEs and in this process the governments play an indispensable role. Through analysis of governmental functions in credit guarantee institutions in some developed countries, the paper probes into the various functions that governments play in credit guarantee institutions based on the economic reality of SMEs in China.
