Abstract :
The two sets of management systems formed by the project team built under the matrix organization structure, vertically and horizontally are not only to the benefit of the centralization of leadership, but also to the cooperation and complement of team members. The key of the problem is how to choose the suitable members for the project team according to the needs of different projects. Based on this, citing the example of software development program in IT industry, using rough set theory to evaluate the participating would-be team members comprehensively to obtain the members´ competence, the paper illustrates the selection process of team members on the basis of competency.
