Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

Based on analyzing the the specialized, professional, expertise of university counselors, this article analyzes the realistic basis and foundation, discusses the idea and the thought of the counseling knowledge of the university counselors. The meaning has been defined and constructed the knowledge system of the counseling. In the end of the article, the significance of the construction knowledge system of the counseling as an emerging discipline has been stated.
