Abstract :
In the paper, a so-called IT function reference model is proposed for public institutions. This model encompasses all the important general IT applications (functions) that should be necessary to support the lawful working of a public institution or agency. The approach could be viewed as special restriction of SOA using higher level functions, specific to public administrations when compared to other approaches. Where it is important special attention is given to functions, which differ from, or aren´t used in a business environment.
