Abstract :
Several kinds of citizens in Italy face significant obstacles during their interactions with public administrations and governments, having to cope with bureaucracy, ambiguous procedures, functional disintegration, vague and/or overlapping authority structures and information fragmentation. We present in this paper a modular system for e-Government services distribution that can be easily updated, extended and integrated with the existing information systems of public administrations (PAs). Our services management system is a framework that automatically generates the infrastructure for the classification and the distribution of selected services on the basis of the preferences expressed by the administrator. This architecture as the potential to achieve operational integration into one-stop e-Government allowing organizations that deliver e-Government services to realize specific Web portals for the distribution of personalized contents. Moreover, services description are taken from a single repository managed by a central administration. With this system we try to satisfy all the requirements needed to build e-Government system around citizens and to reach the population as much as possible to overcome digital divide in disadvantage territories and communities.
