Abstract :
The author highlights the structure of, the progression of, the changes to, the controls, needed, and the overall psychology of a proper project software library. Project software libraries can exist in a combination of forms and can be partitioned into several levels. As the project progresses, more information becomes available. The originators, customers, or any interested party can propose changes, but these cannot be incorporated without approval by designated authority. Computer code requires facilitation of several levels of code control. The computer-based library is partitioned to restrict access to various directories and files. The existence of a software library is a function of project size, duration, phase, contractual requirements, and development methodology, which establishes a psychology of control
