After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

As the key development area of the national level, the development of the Central Plains Economic Region has great strategic significances. However, the Central Plains Economic Region is existing four “dilemmas”: the dilemma between a rapid economic development and the adjustment of economic structure; the dilemma between keeping stimulating economy and controlling inflation; the dilemma between industrial construction land and core agricultural land; the dilemma between development of urbanization and employment. The settlement of all these urgently need the support of service, of which logistics is its core. Therefore, to make logistics legislation, to build three-dimensional urban transport, to help local logistics enterprises bigger and stronger, and to establish alliances with other port cities, can develop and ensure modern logistics industry, then boost the development of the Central Plains Economic Region.
