Urban shelters can be divided into three levels, community, district shelter and municipal level. AHP method is employed to set up as of community shelter, and 14 indexes, per capita shelter area, position and fragmentation et al. of three groups were selected. We study, service of shelter and construction level. 90.3% percent of urban is under the service of community shelters. 20% of community shelters is excellent built, 30% is fine and about 50% is fairly. Per capita area of community shelters in its coverage is 0.81, 0.79, 0.77, 0.76, 0.29m2 respectively, a descending order from Gaoxin, Macun, Shanyang, Jiefang and Zhongzhan district. It is far below 1.05 m2, the basic needs of emergency shelter for per capita, cause of uneven distribution and high pressure of environment. It means that, residents can arrived to shelters in time of disaster happens, however, only little space can offer to them for. The improvement of emergency shelter area for per capita should be considered in future urban planning.
