Abstract :
With popularity of internet technology and development, A new form of public opinion-internet opinion has developed during recent years, which has raised close concern in academia. This paper mainly discuss the theoretical base of internet opinion The paper think that the theoretical base of internet opinion include the following aspects: sovereignty reign power of people, the right to restrict power; freedom of speech; the right of criticisms and suggestions.
