This article introduces the concept of Financial Exclusion, and exponds its phenomenon and causes by consulting related quota. It also tables some proposals such as intensifying efforts to rural finance innovation, relaxing the entry of foreign capital resonablely, forstering the inferior rural financial groups and creating favorable credit circumstance to eliminate rural financial exclusion.
