After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Safety warning management is a new method of safety management in coal mine, which helps to ease the prevention shortage and change passive situation facing safety accident. The object on early warning management is greatly important for warning management, which affecting warning results seriously. This paper has constructed safety warning management factors system based on literature summary, expert evaluation and on-the-spot investigation, also, describes the factors´ testing method. Using analytic hierarchy process and fuzzy comprehensive evaluation method to evaluate index and output early warning signal. Coal staff can do prevention and control work according to the early warning signals.
