Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

To further promote the urban-rural integration, insist the principle of people-oriented and people´s livelihood priority, based on the institutional mechanisms construction, generally improve the basic public services in rural areas, so that farmers can share the outcomes of the reform and development. The urban-rural integration is not only an effective way to narrow the gap between urban and rural area, and enhance social equity and harmony, but also an important measure to accelerate the expansion of domestic demand and the transformation of the economic growth mode.
