Abstract :
The defense research and development programs are chancier and more costly than the civil research and development programs because of their complexity and interdisciplinary nature. If a program is relevant to both defense and civil industry, it can easily be said that this program will have much more risk and will need much more finance. In Turkiye, decision making for and during such a big program is an infliction according to its risk and finance requirements. To manage this kind of a program is another big challenge especially in Turkiye. It is not about the knowledge what a scientific program plan is but about how to make it. The best example for this kind of a program is Turkish space program. In this paper, for an effective project management among the different kind of research and development project types, a decision making approach beginning from work breakdown structure with a grading process in product breakdown structure according to technology evaluation matrix. The technology evaluation matrix and the weightiness scoring approach as a web model for decision making method for project manager, the Web model in an example of Turkish space program will be discussed.
