Abstract
The key discriminatory agent for competition among the public telecommunication operating companies lies in the technological innovation in network evolution and the diverse offered services. The generation of innovation by means of technological research and development has now been concentrated on the operating companies in contrast with yesterday´s approach when technology generation was strongly in the hands of the industries. In this paper the TELEBRAS Research and Development Center offers its experience in technological innovation in the area of telecommunications by reporting the transformation taking place in its operational approach born from the changes in the scenarios of the governmental and entrepreneurial policies
