Abstract
We analyzed the risk of basic medical insurance fund excessive balances in China´s new rural cooperative medical system, and found out the basic reasons of it. Finally, we give some suggestions to Medicare System for optimizing the fund balances and enhancing the operating efficiency of the Fund.
