Abstract
QoS guarantee is very important and challenging for voice over IP (VoIP) applications. In this paper, a new packet scheduling scheme, called UTS, for transmitting voice flows in a fair and prioritized manner is proposed. UTS first translates user-requested voice quality into network delay requirements and then schedules the transmission of voice packets in such a way that all the VoIP users have a fair share of delay according to their QoS requirements. The key idea of UTS is to deliver only user-requested quality and thus increase the number of VoIP users with QoS satisfaction. Moreover, more important classes of voice flows receive faster and more frequent transmission, and therefore gain more protection against unexpected delay than less important ones.
