In order to ensure the continued development of e-government and to achieve transformation to a service-oriented government, we should achieve the connectivity vertical systems and horizontal systems then mine the internal link of information and make the data resources used efficiently to generate the useful information through the methods of scientific data management. We used cycle and spiral data management which is planned, uniform data, specific implementation, monitoring and assessment. Such management should be achieved that functions of the government can be played with low-cost and high efficiency, government decision bases on reliable data, the public and enterprise obtain convenient service.
