Abstract
From a strategic standpoint, improving the software development processes is becoming critically important. However, it is difficult to determine which processes to improve. We propose viewing process changes along strategic lines-with the goal of improving customer value. We then present an approach for evaluating proposed process changes quantitatively in terms of cost, quality, and schedule and determine the return on investment
