Summary form only given as follows. Design of manufacturing operations in a new enterprise, where only product design has existed before, requires effective communication. Using process flowcharts as foundational design elements allows business functions to be interconnected with a minimal amount of misunderstanding. This paper describes an approach for selecting systems, developing procedures and training programs, and establishing operational metrics
