Abstract :
Results Framework Document (RFD) is a newly accepted methodology by Government of India to annually present the performance report of different departments of the Government. It provides a summary of the objectives of a department during a financial year. The main purpose is to improve efficiency, accountability and transparency to eventually strengthen governance. During the process, data from a large number of departments each containing numerous issues is to be considered and calls for the information system. This paper considers the process of analyzing and classifying the voluminous, descriptive information present in RFD using Rough Set Theory (RST). It focuses on identifying the success indicators and evaluating the interdependency among the governmental departments which could then be processed for knowledge discovery. Lastly, a quantitative assessment on quality of RFD has been proposed for its inclusion in our implementation program.
