Abstract
The authors discuss the installation of a 46 MW cogeneration plant and the conversion of a 34.5 kV utility distribution system to a refinery distribution system with an interconnection to the utility to export or import electrical power. The cogeneration plant will be base-loaded and will supply about two-thirds of the normal steam supply for the refinery. The electricity produced will supply refinery needs, and the excess will be wheeled to other loads in the Los Angeles Department of Water and Power system
