Abstract :
A five-step plan is presented for the replacement of PCB (polychlorinated biphenyl) insulation used in electrical equipment. The steps involved are identifying: (1) where the PCBs are, in what equipment, and how much testing of equipment is required; (2) what Environmental Protection Agency (EPA) rules apply to this equipment; (3) whether the PCB equipment presently complies with EPA rules, specifically in its markings, records, notifications, and whether there is a future restriction; (4) what potential hazards exist with each piece of PCB equipment in case of a leak, rupture, or fire (internal or external), and what type of cleanup and disposal would be required if a mishap occurs; and (5) what it will take to completely remove the PCBs from the facility, and until complete removal is accomplished, what can be done to mitigate the consequences of a mishap
