Abstract :
By means of combination of control theory and water resources system theory, water resources control model is established in order to regulate the process of using water. The Yellow River water resources model system is set up by using multi-level control structure according to the characteristics of the Yellow River, which is the basis for water resources control in the Yellow River basin.
