After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.
We hereby retract the content of this paper. Reasonable effort should be made to remove all past references to this paper.

Small towns´ Post-disaster reconstruction is very complex. Experience shows that although receiving all social sectors´ aid, small towns should protect and utilize their own predominant resources, which is the foundation of making sure of their sustainable development in the future. Based on the practice of Qinglian´s planning, this paper studies the issues of protecting and utilizing predominant resources, conducting the town´s spatial pattern, molding special characteristics and raising specific industry clusters, which would be a profitable method for the post-disaster reconstruction plan of small towns.
