Notice of Retraction
After careful and considered review of the content of this paper by a duly constituted expert committee, this paper has been found to be in violation of IEEE´s Publication Principles.

As a newly developing mode, BT mode is not a way of project contracting but a mode of investment and financing. The adoption of BT mode facilitates the development of urban infrastructure, and brings in economic benefits for the enterprise. But the lack of legal basis arose new problems, therefore the project management and analysis of financing risk under BT mode will be the key to bringing BT mode into operation.
