Abstract :
As part of the electricity market redesign and technology upgrade (MRTU) program executed by the California independent system operator (CAISO), the CAISO market quality system (MQS) has been developed to provide a platform for after-the-fact market data corrections and conducting post-market settlement oriented, time-consuming, algorithmic calculations besides being just a historical market data repository. In addition, some market results, in particular, the real-time market (RTM) commitment, from market applications must be corrected in MQS for correct settlements of start-up cost, minimum load cost, pump shut-down cost and minimum pumping cost after the market is closed. This is due to the fact that a correct determination of the RTM commitment types requires a great deal of historical market data, which is not available to the RTM market applications, and which along with the level of algorithmic complexity and computational intensity, even made available to them, presents an overwhelming challenge for them in terms of meeting critical real-time timelines. This paper is intended to address this issue in the MQS system. A systematic algorithm design is presented to mathematically model the CAISO RTM commitment related business rules and the algorithm details for the determination of RTM commitment types.
