Abstract
The NADICS network is somewhat unique in terms of its wide composition of roadway types. The network includes: urban motorways; urban expressways; water crossings within urban areas; interurban motorways and bypasses; water crossings within interurban network; and major interurban trunk roads. NADICS provides three levels of responses, each of which is appropriate to a particular subset of the road network: local algorithmic response; tactical response; and strategic response. Using its strategic responses facility, NADICS provides information and offers alternate routes around major incidents on the strategic road network. The first step in implementing the above levels of response is accurate and timely detection of incidents and congestion. The incident and congestion detection capabilities of NADICS are described briefly
