Abstract :
This paper analyzes the continuous reform of human resource strategic management based on Human Resource Strategic Management (HRSM) which is the essence of enterprise strategic management. The contradiction between the desire for talents and the scarcity of talents has perplexed human resource managers with the development of society and the aggravation of the market competition, and as a result the sustainable development of the SMEs (Small and Medium Enterprises) may be restricted. In order to resolve those problems, this paper explores a theoretical principle and a basic model to dispose of the dilemmas. The results show that the SMEs should carry on the continuous reform of human resource strategic management in view of the creative thinking of Seven Stars in order to achieve the high satisfaction and the career happiness of employees by adding EQ elements to the organization.
