The environment conservation has become a severe problem with the development of modernization of human being. How to improve environment to supply social development with good opportunity and condition, how to keep the stable social development while adapting the environment change? Both problems have become focus problems concerns the national development and globalization. Conserving the environment is one of our basic state policies, and it´s necessary for economical development to boost the adjustment of economical structure with environment conservation. The relationship between environment conservation and social economical development is dialectic mutual influence and mutual restriction. Correctly figure out the relationship between environment conservation and social economical development, take the way of sustainable development and achieve the concordant development of economic, society and environment, is our country´s strategic policy to achieve the modernization.
