Abstract
The authors analyze organizational change at the University of Minnesota, Duluth (UMD), in response to a total quality management (TQM) initiative. They describe how the management team has gained cooperation from competing units. This has resulted in cooperation between the business school and engineering departments at UMD, and to some degree between the Duluth and Twin City campuses. This information may help other institutions respond to environmental pressures
